In "zorro's dream", "Faux Nasa", "US Space Command/NORAD" have been tasked by a Hijacked "US-Army Corps of Engineers to launch and land 3 separate propulsion/guidance systems on 3 separate asteroids now in close earth orbit; effectively converting them into "Billion Ton Smart Bombs". The US Army Corp of Engineers (ACE), is by it's very nature, an organization tasked to provide the Federal System with a means to create request for contract bids and requests for contract proposals for virtually all Federal Services, including "Weapons" and infrastructure such as; Federal Research Lab at Ames (Anthrax Escaped), Flood Control, Dams, Bridges, Canals, Federal Buildings (as in Oklahoma, City Federal Building).
In a nutshell, US ACE is the achilles heel of the United States military and the entire Federal System. Someone is deconstructing it one project at a time. Who, or who could that be?
US ACE contracted/built the World Trade Center #1-7 (as in gone); The New York/NJ Port Authority (oops!) the Minnesota 35W Bridge (gone); Space Shuttle Program (3 down -1 to go); NORAD; (reconfigured under the US Space Command-so as to be incapable of an effective civilian response on 9/11); the Pentagon Bldg (attacked 9/11); Nuclear Sub Fleet Repair (USS San Francisco; nearly sunk); Transportation of Weapons To Iraq, (US ACE refuses to return them from Theatre); New Orleans Levee System (washed away); National Flood Forecasting (Katrina...Oops); FEMA (what a joke!);
At this point if you believe current events would indicate that either US ACE is no longer reliable or has been "compromised" by interests outside the US. Either way you are correct. The 1st hint zorro discovered that something was "amiss" was the fact that the decision makers at the "Pentagon, did not hire a US-ACE approved company to "remodel/harden" the Pentagon wing before 9/11. In fact, the crew that was still on the job site..just as the "airplane/global hawk" struck on 9/11 was a British work crew. The name of the Contractor was the British Government...a service division identical to US-ACE, you can call it The British Army Corps of Engineers...WHY? I may or may not answer that question.
The US Army Corps of Engineers is also responsible for the interface between COntractors and the US ARmy with the task of protecting the US Soldier and assuring him ready for duty and assuring his transportation to and from the field of battle. It's doing a suck job! Nearly 30% of the National Guard and Loyal Elements in the US Army are being systematically depleted by injury, illness, stress, and attrition in Iraq. I will be posting a declassified Pentagon document prepared before a secret Senate investigations committee in 2004, indicating that the US Army is sustaining 20,000 wounded, each year.
Basically US-ACE is responsible for all US Army force protection and Federal infrastructure including the not very "sexy" job of surveying and management of all Federal Facilities. US ACE is tasked with putting together and overseeing and SELECTING winning contractors for U S Govt and Military infra-structure projects, including NASA, ICBM, Nuclear Arsenal Mgt, Bio-Research (Anthrax), Weapons Research; Nuclear Labs, the Island of Manhattan; the "Manhattan Project"; all Nuclear Energy Plants; TVA in Tennessee, all Hydro-Electric Dams including Hoover dam...etc. In other words, without civilian contractors to actually carry out the work and or repairs, the US ACE is "paralyzed". Without US ACE, THE US Ground Forces and the the US "Homeland Infrastructure" at Large IS PARALYZED OR WORSE.
It is through the contracting process that "interlopers" would have access to the entire Federal infrastructure for the purposes of "sabotage" and virtual controlling the Federal "hardscape". Although I understand from listening to a US Army Corps of Engineering hearing held in Louisville, Kentucky under the auspices of the US Government Accounting Office...a "whistleblower" advised that a company near and dear to the Vice President of the US had actually commandeered the "contracting system" and virtually brought it to a halt, BEFORE the VP took office.
US ACE used also "created" and "managed" the New York and New Jersey Ports, as well as the "Port Authority System but by 9/11 those duties were contracted OUT to a 3rd party. Who was the 3rd party in charge on 9/11/01? What organization allowed the "pulling of #7? (go fish for now!)
Regardless, FEMA is virtually powerless without the express cooperation and partnership of US ACE selected contractors. In "zorro's dream" scenario, the US ACE contracting process is non-functional and has been completely and intentionally taken over by forces outside of US control, with virtually no intention of completing a "pro-US" agenda.

Each system is sufficiently powerful to steer the asteroids less than one degree of space relative arc to put the Asteroid's trajectory directly into an earth coincident orbit. If "zorro's dream" is accurate, the asteroids can be steered to impact any place on earth, at any time, day or night, fair weather or foul. "Zorro's Dream" was that the first ass-teroid (defined as a natural "asteroid" under the direction and control of a human "ass hole") will impact New York City, the second will be Washington, DC..the 3rd with impact Chicago. The ID system was basically hijacked in 2011 to operate as a Quasi "Green Card" for US Citizens. Under the ID program, no citizen could be employed in North America unless they were in possession of a valid ID.
Since IDs were only valid for a 5 year period, once an id expired the holder was forced to renew or lose their means of livelihood. In other words, if you didn't play "ball" you would never work again. It doesn't make any difference for "zorro" because he hasn't had a job for 10 years!
In addition to "green card" legistlation, Cheney added "entitlements and basic rights management" into the Federal ID card system. If the "right to buy water" box on the ID is "disabled", no store will allow you to buy water. If "right to work" box on the ID is "disabled" you won't be able to work. and so on. If the "right to get a divorce" is "disabled"...YOUR SCREWED BABY!
Basically, if you don't have a Federal Id in your possession it is taken as absolute proof that you are NOT a US Citizen and you will be deported on capture.
