How does entire population become, itself, a weapon of war?
Simply tell them what they want to hear, leave out any information that contradicts the vision you wish to propagate, and you will have a mass political animal that you can steer to almost any end, especially when you control the flow of information.
As one famous Nazi Propagandist, Joseph Goebbels, put it, "What you want in a media system is ostensible diversity that conceals an actual uniformity."
Deprive people of justice, of any meaningful power or participation in the power processes of society, then give them just one way to attain power and the average individual, starved for the ability to affect their environment, will blow the hell out of anything society tells him or her is the appropriate target.
