Of course, always caveat lector when dealing with Wired Magazine. While they do a pretty good job of coming up with some of the more attention-grabbing headlines, they are rumored to have an inordinately high concentration of ex-NSA employees working on their staff. This particular piece posits that HAARP is not an anti-missile technology, nor a weather modification instrument nor, are we to believe, is it a communications exponentiator. They go on to explain that what it does is heat up the atmosphere with ions and this is poor doublespeak; heating up the atmosphere's magnetic layer with ions is an anti-missile endeavor (a circuitry frying one at any rate), it does modify the weather, and it does facilitate signal propagation for communications purposes.
